Supplies needed:
Tube of Choice:

Scrap Kit:
I chose "Freedom Forever " by Mone'ica Slane purchase it Country Style Designs
Tag Template:

****FIRST RULE--EVERYTHING GOES ON A NEW LAYER FOR EASY SHUFFLE****
**Note I drop shadow on all images 2 vertical--2 horizontal even if not noted-- blur 24.64**
Open tag template
Create a copy and close original
Fill tag layers as followed and drop shadow:
Back Rect -- Paper 7
Front Rect -- Paper 6
Bottom square -- Paper 9
Top Square -- Paper 9
Bottom Star -- Paper 10
Top star -- Paper 10
Now Add on all items from scrap kit as shown above
**Note:When adding elements some need resizing to fit as needed**
Butterfly 4
Bow 1
Flowers 1 and 2 - duplicate and arrange in corners
Doodles red and blue -- Arrange behind stars
Add "4th celebration" with font of choice/color of choice
Add on tubes of choice
Add all copywrite info
Add name
Save it and we are all done!
